[vexim] vexim not creating local delivery folders

While you clearly won't want to create all of them manually, it may be
worthwhile to do it for one account to see if it can write mail to the
folder, which may help you troubleshoot if permissions are the issue.
Google searches on "temporarily rejected after DATA" seem to come up
with many things that you could try as well.
