[vexim] Vexim + exim4 (multi-file config)

Well, as I stated initially.  I have it working.  It is getting mail and
distributing it as it should.  The problem that I'm having is that it's not
utilizing the ACL options as I expected it to and I'm a bit at a loss as to
why.  I'm sure it's probably a very quick/simple fix but the vexim and
database related things are operating perfectly.

Just to give a bit clearer of a picture about this all I've put up the
config files that I have for exim4 in a share off of one of my domains.
Maybe this will aide with figuring out what's going wrong with the ACL
files.

NOSPAM.www.landofshadow.net/files/ 

Naturally, remove the NOSPAM. from the above and it should work.  Thoughts?
Comments? Assistance?

If someone wants to get into the system to play around with it and see if it
can be fixed, I'm certainly willing to provide appropriate access for such a
thing since I'm sure it would be nice for all of us to have this type of
config as an option as well.
